In 2003 the Pulaski County CDC contracted the services of a strategic planning consulting firm to form a strategic plan outlining the steps Pulaski County needs to take in the immediate and distant future to become a more viable, healthy economic development community. After several discussions, surveys, and public input, a strategic plan for Pulaski County was developed and approved by the CDC and Pulaski County Commissioners and Pulaski County Council in January of 2004. The strategic plan identified five cornerstones of economic development:
The strategic plan was adopted as a living document to be evaluated regularly by the CDC. In late 2006 a subcommittee of the CDC Board of Directors reviewed and updated the 2003 plan. Goals were adjusted to reflect the current economic and community development needs of Pulaski County. The revised plan was approved by the CDC Directors on June 5, 2007.
